Nigeria loses $1.5bn to expatriate seafarers annually

The Chairman, International Maritime School, Lagos, Alhaji Tijani Ramalam, has said that Nigeria is losing over $1.5bn in wages being paid to foreign seafarers.

He disclosed this at a country-wide sensitisation workshop organised by the Nigerian Maritime Administration and Safety Agency, tagged "Nigerian Seafarers Development Initiative" in Kaduna on Tuesday.

He said the money being lost by the country to the foreigners was supposed to be accruing to Nigerian seafarers if the country had developed the capacity of its seafarers to meet international standards.

He added that seafaring activities should not be limited to coastal states alone in order to spur the development of the sector nationally.

He said, "At present, Nigeria loses over $1.5bn in wages paid to foreign seafarers. However, fewer than 1,000 Nigerian seafarers, mostly from the coastal states, are involved in the operations of the major marine, oil and gas exploration companies.

"Nigeria as a country should develop her seafaring capacity by training and equipping seafarers not only to participate in the Nigeria cabotage trade, but also in the export of our raw materials, especially on crude vessels.

He said this was currently dominated by foreign ship owners, who do not adhere to the Nigerian National Petroleum Corporation's Local Content Policy and the Nigerian Cabotage Act 2003, on training, retaining and employment of competent Nigerian seafarers for their vessels.

The Director-General, NIMASA, Dr. Adegboyega Dosunmu, said the agency had carried out a comprehensive review of the seafarers' base from 1961 to date, and found that there was depletion in the pool of Nigerian seafarers trained on navigation, marine engineering, electrical and communication fields.

A recent study on world seafarers by flag showed that Nigeria had only 975 officers, while Ghana had 1,879.

Dosunmu said Nigeria needed to improve its seafarers' capacity, especially when the figures of both countries were compared against their national potential, size, and length of coastal lines.

Dosunmu said Philippines was supplying over 40 per cent of the world's seafarers to the global shipping sector and had 300,000 out of the 1.2 million world total number of seafarers.
